The Easiest Way to Pay Your Bill

Our new online payment option saves you time and gives you more flexibility in how you pay your bill.

If you have an internet connection and an email address, you can now pay your bill online! It’s fast, it’s easy, and you no longer have to write a check each month or find a stamp when it’s time to send in your payment.

How It Works

We have partnered with Xpress Bill Pay, the premier provider for online payment systems.

When you sign up for online bill payment, you will get a secure password to access your personal account at xpressbillpay.com. Every month we’ll send you a reminder email to let you know when your bill is online.

Then, log in through your web browser and view your bill. Select a payment type —credit card, debit card, or electronic funds transfer — enter the requested information, and you’re done!

It’s that easy, and it only takes you a few minutes.

About Online Bill Payment

Q: Does it cost anything to sign up for online payments?

A: No. It’s free to sign up for online payments and to use the service.

Q: What is Xpress Bill Pay?

A: Xpress Bill Pay is the company we have partnered with to handle our online payments. You access your account from their website, xpressbillpay.com.

Q: What payment choices do I have?

A: You can pay with a credit or debit card, or you can transfer funds directly from your checking account (aka: eCheck).

Q: What will my bill look like online?

A: We try to make the online bill display similar to your paper statement, so you will find it easy to read your bill on a screen.

Q: What other information is available?

A: You can view up to two years' history of your account online, so you can compare your current bill to a previous bill.

Q: Do I need to pay my bills from my computer?

A: Not at all. You can pay your bill from just about anywhere via computer or mobile device. All you need is access to the internet through a web browser. You then log in to your account using your email address and password, or you can sign in using our app. No need to worry about late payments if you are out of town when your bill is due.

Q: How do I know the payment went through?

A: After you complete the transaction, you can receive an email receipt to confirm that your payment went through.

Q: Is my information safe?

A: Absolutely. All the transactions are handled on secure servers. As long as you do not give out your password, only you will be able to access your account. Plus, your personal information or email address will not be sold or rented to third parties for marketing purposes without your permission.

RESOLUTION No. 23-0620 WTR
SECTION 1: WATER RATES

 The fees for water usage for the Uintah City Water Department shall be set as follows:

RESIDENTIAL & AGRICULTURAL USERS:  Base Rate: $31.00 for 0 gallons

                         Usage/Overage:  $1.25 per 1000 gallons from 0 – 8,000 gallons

                                                       1.75 per 1000 gallons from 8,001 – 35,000 gallons

                                                       2.25 per 1000 gallons from 35,001 – 70,000 gallons

                                                       2.75 per 1000 gallons from 70,001 – 100,000 gallons

                                                       3.25 per 1000 gallons from 100,001 gallons and up

 

COMMERCIAL USERS:  Base Rate: $33.00 for 0 gallons

                          Usage/Overage:  $1.50 per 1000 gallons from 0 – 8,000 gallons

                                                        2.25 per 1000 gallons from 8,001 – 35,000 gallons

                                                        2.75 per 1000 gallons from 35,001 – 70,000 gallons

                                                        3.25 per 1000 gallons from 70,001 – 100,000 gallons

                                                        4.50 per 1000 gallons from 100,001 gallons and up

Late Fee & Shut-Off Policy


  • Monthly fees, including any past due fees, are due by the last day of the month.
  • If the monthly fee is not paid in full by 5:00 pm on the day the bill is due, a penalty of $12 for a late payment will be assessed.
  • A notice will be sent for the amount due plus late fees, 30 days after the bill is due.
  • NO ADDITIONAL NOTICES WILL BE SENT.
  • Prior to the shut-off date, the City may deliver a courtesy door hanger, but this is not mandatory.
  • The shut-off date will be 10 days after the 30 days has expired unless the bill has been paid in full. If the due date falls on a holiday or weekend, the date will be moved to the next working day.
  • If fees are not paid by 5:00 pm on the shut-off date the water will be shut-off and a shut-off fee of $25 will be assessed.
  • The shut-off fee will be assessed at 5:00 pm on the shut-off date, regardless of whether the water is actually shut-off.
  • If services to the system are discontinued because of failure to pay, a connection fee of $50.00 will be assessed, which is to be paid along with all other fees before the water is turned back on.
  • Water will not be turned back on until all charges are paid in full, including monthly fees, late fees, shut-off fees, and connection fees.
  • When a customer receives a late notice and their total bill is over $200.00 they are required to pay at least half of the bill or arrange for payment of the bill.
  • If the customer does not comply with payment arrangements made, the shut-off date is 5 days after the due date of the payment arrangements.
  • When a customer receives a late notice on an account that is under $200.00, a partial payment is acceptable.
  • If payment arrangements have not been made, and a customer does not pay their account in full by the second month, the water is shut-off until the account has been paid in full.
If collection of the unpaid fees is necessary, the city shall be entitled to recover its costs of collection,
including attorney’s fees.
